Safety inspection for flood control conducted at Dam Complex of Upper Atbara Project in the Sudan

With the rainy season and flood period approaching, CWE's project management of the Dam Complex of Upper Atbara in the Sudan, which pays high attention to the construction safety and flood control, conducted an overall site safety inspection on 15th July, 2014.


Careful examinations were performed along the water retaining structures of Lot C1-A and Lot C1-B as well as the tail water cofferdam at downstream of the powerhouse of Lot C1-A, with great attention paid to key structures, including the irrigation water intake of Lot C1-A on the left bank, the canal connecting River Upper Atbara and River Setit, the water inlet for the powerhouse of Lot C1-A, and the overflow dam of Lot C1-B. According to the general planning, the overall height of the works shall be built above the flood elevation within 8 months after the 2nd stage closure of the main river, which requires a monthly filling volume at peak time exceeding 800,000m3. To achieve such target, despite the seriously delayed payment by the Employer and severe shortage of oil supply, CWE’s project management well prepared and organized its construction and realized a monthly filling intensity over 800,000m3 for five consecutive months since this February, which ensured that the overall height of works exceeded the flood elevation. In view of the irrigation water intake on the left bank and the water inlet of the powerhouse of Lot C1-A, which were not closed on schedule due to design variations and delayed payment by the Employer, the prefabricated concrete stoplog was applied for temporary closing and the upstream cofferdam was kept so as to ensure the project safety during the flood season.


Corresponding instructions and arrangements were made towards preparations of flood-fighting materials. Requirements for construction during the flood time were strictly enforced. Flood-fighting measures and emergency plans were well implemented. All was done for the project safety during the flood period.


It was confirmed during this inspection that the elevation against a flood with a 100-year occurrence has been reached at the project, indicating that the project has been risk-free till its completion. From now on, CWE's main work may turn to the ending of works and resolutions to delayed payment by the Employer and other remaining issues of the contract.
