Memorandum of Management, Liaison Mechanism for Nam Lik River Basin signed in Laos

A Memorandum of Management and Liaison Mechanism for Nam Lik River Basin was signed by and between Nam Lik 1-2 Power Company Limited (NLPC), represented by its president Li Jianzhong, and the Vientiane provincial government on basis of mutual communication and negotiation after the Nam Lik River Basin Management and Development General Plan was approved in a meeting presided by the provincial governor on January 7, 2015. There were 36 representatives from Lao Ministry of Energy and Mines, Ministry of Natural Resources and Environment, Vientiane provincial government, Meung Feuang district, Gaxi district, and NLPC in this meeting who witnessed the memo signing. The general plan as well as the management and liaison mechanism for sustainable development of Nam Lik River Basin were explicitly defined, laying a solid foundation for reasonable and effective utilization of the capital and the win-win for the two nations.

 

According to the Concession Agreement, USD 1.83 million will be applied to the sustainable development of the Nam Lik River in Meung Feuang district and Gaxi district within the 25-year operation period of the power plant. To perform social responsibilities and build the image of CWE, NLPC established jointly with the Lao government the Nam Lik Basin Management Committee for approving the budget, supervising the project implementation and capital utilization, etc.

 

The governor of Vientiane province expressed gratitude to NLPC on behalf of the government and said that the “company plus government” capital management and liaison mechanism taken for the Nam Lik 1-2 Power Plant set a precedent in terms of capital management and liaison in Laos, which served as a model for hydropower capital management and would facilitate the comprehensive development of the river basin in economy, culture, agriculture, tourism and education.
