Exercising responsibility in basin management on green path forward

A Land and Forest Survey Program (hereinafter referred to as “the Program”) was initiated as the first program of the Basin Management and Development General Plan of the Nam Lik 1-2 HPP (hereinafter referred to as “the General Plan”) on 20th May, 2015.

As early as on January 7, 2015, the Nam Lik 1-2 Power Co., Ltd. (NLPC) has signed with the Vientiane provincial government a MOU on the basin management and the development capital management and liaison mechanism for the Nam Lik 1-2 HPP and drawn up the General Plan for 25 years, having established a “company plus government” basin management mechanism and a “plan-implementation-supervision” system. On this basis, NLPC carefully reviewed its promises on basin management within the station operation period made during the project approving and construction stages, with due consideration of the land resources, biological diversity and demands of local villages, and initiated the Program after consultation with provincial and district authorities of natural resources and environmental protection, aiming to protect the land resources, forest resources, flora and fauna, etc. and improve ecosystem structure and functions at the basin.

The Program is NLPC’s first step in honoring its basin management responsibilities during the operation period of the Nam Lik 1-2 HPP, which is of milestone significance. In the future, NLPC will increase communication with relevant authorities of Lao Government, complete and improve the basin management system, widely consider demands of interested parties on social environment, and gradually implement the development tasks in respects of agriculture, environment, education, tourism, and so on as stated in the General Plan, sticking to CTG and CWE’s philosophy on hydropower development to achieve harmony among economy, society and environment along a sustainable growth path.

Mr. Buaphanh Kondavong, Deputy Director of the Natural Resources and Environment Authority of Vientiane provincial government, representatives of Lao central government and Vientiane provincial government, and NLPC General Manager Li Jianzhong attended the initiation ceremony of the Program.
