This is the first operated project in the field of hydropower under the framework of China-Kazakhstan production cooperation since the Belt and Road Initiative was proposed. It stands as a landmark project of the East Kazakhstan Oblast. In 2024, President Xi Jinping referred to it as a “major strategic project” in his signed article.
